Mill admits that until relatively recent times a free and popular government was rarely possible outside a city community because physical conditions failed to permit the emergence and propagation of a cohesive public opinion. These views were not new to him in the 1860s. In his he relates that some thirty years earlier he had seen representative democracy as a question of time, place, and circumstance.

On the last point Mill reflects a sanguine belief, then current among British Liberals, but soon shattered by events, that the free trade so recently introduced must naturally appeal to the overseas segments of empire.

Why not just leave the wilderness alone, and let it grow and decide it's own beginnings and ends.
